HIS MAJESTY'S representative at Tokyo presents his compliments to the cretary of State for Foreign Affairs, and has the honour to transmit herewith copy of a report from Mr. Phipps, consul at Tamsui, dated the 15th April, 1921, giving
tistics of opium smokers and eaters in Formosa during years 1917-1920.

Tamsui, April 15, 1921. WITH reference to your Excellency's despatch No. 9 of the 18th ultimo, I have the honour to enclose herewith tables showing (I) the number of licensed opium mokers and eaters in Formosa during the four years 1917-1920; (II) the imports of pium into the island during the same four years; and (111) the quantities and value of years 1917-1919, pium consumed and the average amount per diem consumed during the he figures for 1920 being in this case not yet available
I hope shortly to furnish a full report on the subject of the traffic in opium and its erivatives in Formosa, and am only awaiting the receipt of certain information before orwarding my report to your Excellency.
